New York Is Second State to Pass E-Book Library Bill.

Earlier this week, New York became the second state to pass a library e-book bill, just days after Maryland passed a similar bill into law on June 1st. The bill is now scheduled to go to Governor Andrew Cuomo’s desk for signature.

Similar to Maryland’s law, New York’s bill requires “publishers who offer to license e-books to the public” to also offer those same e-books to libraries on “reasonable” terms. However, New York’s bill could potentially go into effect before Maryland’s law, which is scheduled for January 2022, depending on when the bill is delivered to Governor Cuomo.
